Philanthropy Learning Forum 15: Dissecting the Donation Management Bill
In the last 15 years philanthropy activities have been rapidly growing in Indonesia. Charities and fundraising for a cause are emerging. The increase in public donations has provided a momentum for the development of fundraising activities, donations distribution and other forms of support from the community.
Unfortunately, the rapid development of philanthropy is not supported by conducive regulation or public policy that creates an enabling environment for philanthropy. One of the regulations that inhibits philanthropy’s development is the Law No.9 / 1961 about PUB (Raising Money and Goods). This law enforces a very strict licensing and reporting mechanisms, moreover some of the provisions in this Act are also considered outdated.
To revise the Law, several civil society organizations and the Ministry of Social Affairs initiated the formulation of Donations Management Bill to revise and replace the PUB Act. It is expected that the formulation of this bill should not impede the contribution of philanthropy that is now growing and thriving in the community. On the other hand, the formulation of the bill is also expected to increase the transparency and accountability of donations, as well as preventing abuse in the mobilization, management and utilization.
The urgency of formulating the bill has encouraged the Indonesian Philanthropy Association in collaboration with Oxfam Indonesia to discuss the issue in Philanthropy Learning Forum 15. This discussion is expected to dissect the bill and provide advice and recommendations to improve some articles and points.
